Localisation to the date and time format

Is it possible to add localisation to the date and time format?

Please inform us what's the status of this problem.
Now, all installers and system-integrators have to write JavaScript to 'convert' the date from 01-15-2013 to 15-01-2013. Or convert from 01-15-2013 to 15/01/2013. It would be great if the format of the date AND time can be specified with 'format-settings'.

we want:
date in the format dd-mm-yyyy
The name of the days in Dutch names:
Monday = Maandag
Tuesday = Dindsdag
W = Woensdag
T = Donderdag
F = Vrijdag
S = Zaterdag
S = Zondag

January = Januari
February = Februari
March = Maart
A = April
M = Mei
J = Juni
J = Juli
A = Augustus
S = September
O = Oktober
N = November
D = December

Make a parameter to swtich on of off the first letter as capital or not (for example: januari or Januari, or donderdag/Donderdag)

Etc.
