Либо попробовать реализовать протокол ICMP с помощью драйвера AV&Custom System.

Для того, чтобы уровень не сбрасывал значение после нажатия на кнопку "Стоп!", достаточно убрать с уровня привязку к каналу обратной связи.

В остальном, проект работает именно так как вы описали. Все нажатия запрограммированы потому, что нужны были условия, при которых должен работать уровень, а при которых не должен, а также для того, чтобы снопки "Пуск" и "Стоп" автоматически отжимались при нажатии на противоположную.
