Rotating objects that are partly out of screen

Rotating an object through code (Angle property) gives strange results when the object is partly out of screen. Imagine a dial like this placed on the lowest part of the screen. The rotating needle will be made of a picture that is twice the height of the needle, with the 2nd part transparent, to get the center of the image (turning point) on the bottom of the visible needle.
When this dial is placed low on the screen, with the needle in vertical position, in such a way that the invisible part of the needle is outside the visible screen, then you will experience that the center of the image is apparently changed as the needle no longer turns like you would expect.

I also noticed this, and sent a test project to support (see attached). So far I have received a workaround (create multiple correctly rotated images) but not a solution.
