A panel (a device license) can control a project all devices? The project has two or more IP module (HDL-MBUS01IP.431).How to setup?

IF all the IP modules (HDL-MBUS01IP.431) is in the same network, you don't need an additional settings.
Use the Host 255.255.255.255 in iRidium and you will be able to control all the devices

And what if the modules are in different networks? How should I connect to them in one project?

To work in the Broadcast (Local) module, your iRidium panel and HDL-BUS Pro IP module should be in one IP subnetwork. Otherwise iRidium will not be able to receive feedback from HDL-BUS Pro, although commands could be sent to the IP module.

So please tell me, am I correct:

1. If i want to use two HDL-BUS Pro IP modules in different subnetworks, i must create two different projects? How to switch between them in iRidium v 2.2?

2. If I want to receive feedbacks from HDL-BUS Pro, I must be in broadcast mode? What if I connect to the system remotely, i will not be able to receive feedbacks?

1) In order to have access to the HDL hardware on a different subnet you must configure port forwarding on the router from one subnet to another.

2) No, feedback can be obtained in any mode of equipment control HDL (Local, Internet, Remote system)
