I use SD with 32Gb, Raspberry 3B+. I have a SD with Win10 IOT and It's run with this Rasp. But SD win Linux then I can't see IP address

I setup Linux Debian Jessie for raspberry, but after I insert SD in Ras and On Power , But light internet of Ras not blink. I can't to see IP address of Rasp. I try with 2 Rasp but not success. I think this reason is OS Debian Jessie
